GENERAL PURPOSE

Ophir Corporation is seeking a Business Development Capture Manager to identify key pursuits that align with the Ophir strategic plans and initiatives.

The Business Development Capture Manager will perform all aspects of new business development and capture efforts to grow new business for Ophir Corporation. This position will support opportunity pursuits, preliminary program planning and pricing, proposal generation and develop/manage customer relationships. This position will be highly involved with technical leadership, program management and executive leadership, as well as key customer points of contact, to evaluate opportunities and coordinate required responses including potential solutions that meet technical requirements, financial and schedule targets, rough order of magnitude pricing estimates and full proposal submittals.

This position requires a self-motivated person with experience in captures/proposals that will lead an overall capture effort, including investment strategy, supplier and contract partnerships, technical development, and customer relationships. Must have the ability to understand what is required to achieve victories, develop compelling propositions, and prepare strong business cases to leadership.

ESSENTIAL DUTIES/RESPONSIBILITIES

  • Support pursuits, preliminary program planning and pricing, proposal generation and develop/manage customer relationships.
  • Ability to create and maintain critical working relationships with R&D, technical leadership, program management and executive leadership, as well as customer points of contact.
  • Understanding of and engagements with the Ophir marketplace and stakeholder customer organizations to identify market drivers and trends to develop successful strategies.
  • Develops capture strategies such as competitive assessments, teaming strategies and priced-to-win analysis to improve competitive posture.
  • Perform market research to identify and qualify program opportunities.

OTHER DUTIES/RESPONSIBILITIES

  • Quickly learn and have the ability to speak fluently to Ophir’s technical capabilities.
  • Conduct business intelligence and analysis activities to understand corporate capabilities/gaps, strategies, and win themes.
  • Support all aspects of the RFP/RFI process and bid and pricing development and help formulate competitive bids/estimates/quotes.
  • Help foster a relationship network with government and industry partners and work with members of the military, intelligence, and defense communities to build trust and gain key customer insights.
  • Interpret technical and management requirements of Federal Government solicitations (RFP/RFQ/RFIs etc.)

SUPERVISORY DUTIES

  • Provides mentoring and training to direct reports.
  • Manages personnel including performance evaluation and conflict resolution.
  • Works with management to resolve resource needs and conflicts.
  • Supervises and develops working relationships with staff.
  • Ensures staff understand and abide by corporate policies and procedures.
  • Identifies and applies career advancement opportunities.

JOB QUALIFICATIONS

KNOWLEDGE, SKILLS, AND ABILITY

  • Advanced knowledge of government and military contracts, Federal Acquisition Regulations (FAR0, GSA, and common Government RFP requirements and the capture process.
  • A proven track record of successful capture across multiple organization and program offices across the federal landscape.
  • A strong working knowledge of US Federal Procurements, as well as an understanding of government acquisitions and customer buying behaviors.
  • Ability to articulate a business and technical vision with strategic rational.
  • Ability to adapt to various working styles, people, and tight deadlines.
  • Ability to use negotiation skills.
  • This position requires an active or the ability to obtain a US Security Clearance, for which the US Government requires US Citizenship.

EDUCATION OR FORMAL TRAINING

  • Bachelor’s degree in Engineering, Business Management or related field of study.

EXPERIENCE

  • 8-10 years of experience performing business development and capture management activities in an aerospace, aeronautical and/or Department of Defense environment required.
  • Developing and executing capture strategies for new business
  • Experience with the preparation and presenting of information to both new/existing customers and leadership.
  • Excellent written, oral and negotiation communication skills.
  • Previous experience in program management is highly desired.
  • Strong leadership skills

Pay: $125,000.00 - $197,000.00 per year
