Title: Program Director – Business Services and Adult & Dislocated Worker

Classification: Exempt

In this role as a Program Director you will support all areas of the Business Services and Adult & Dislocated Worker (ADW) program operations.


Scope of Position: This position is responsible for ensuring consistent management and oversight of the Business Services and ADW staff and program activities. This position will coordinate with all CareerSource Tampa Bay (CSTB) Departments including Programs Department, Business Services, Finance, and Facilities to ensure operational and contractual goals are achieved. The Program Director will work directly with the funder and partners to enhance program services.
Responsibilities:

Essential Functions:

  • Model Servant-Leadership by living EDSI’s core values
  • Serve as a liaison for EDSI and CSTB in areas of data reporting, training needs, certifications and HR support
  • Directly manage the Business Services and ADW program teams
  • Possess knowledge of all Business Services and ADW program functions
  • Strong community awareness of Hillsborough County
  • Establish professional, working relationships with community organizations and partners
  • Coordinate with CSTB Facility Manager for security and facility needs
  • Assist in the creation of all programmatic policies, procedures and forms
  • Supervise the Business Services and ADW teams, assists with disciplinary actions
  • Analyze performance reports and makes necessary improvements as needed to ensure the organization is meeting its goals as negotiated with the State
  • Conduct internal programmatic monitoring of team to ensure compliance.
  • Review internal monitoring reports conducted by CSTB Program Monitoring team, compiles corrective action reports, trains staff, re-evaluates issues to ensure ongoing compliance
  • Will keep executive level and senior management informed of all activities and any potential issues occurring in the centers
  • Seek training and information on new and innovative programs that could have a positive effect on operations
  • Research new approaches and products to provide continuous improvement and market alignment as changes occur with the economy
  • Attend workforce development training opportunities throughout Florida and sometimes outside of the state for topics dealing with workforce programs and issues that could have an impact on programs
  • Assist in compiling information into reports for EDSI, CSTB, Board of Directors, CSTB Committees service providers and the State as needed
  • Participate in quarterly One-Stop Operator Partner Meetings
  • Assist in the coordination of events as needed such as: training vendors, employers, and community partners
  • Track, monitor and routinely review staff performance
  • Conduct coaching with staff on personnel issues and develop corrective action plans as necessary
  • Maintain compliance with all EDSI and CSTB policies and procedures including personnel policies
  • Conduct presentations to promote Business Services and ADW programs internally and externally
  • Review monthly budgets to monitor expenditures and approve expense reports
  • Communicate with EDSI’s Regional Director of Operations about successes and areas of support needed to attain program goals
  • Travel between offices and to local businesses in Hillsborough County
  • Attend regularly scheduled meetings with all CSTB departments
  • Other duties as assigned
Qualifications:

Education and Experience Requirements:

  • Bachelor’s degree or Associate’s degree, and three years of work experience in case management/human services or related experience
  • Demonstrated experience managing, directing and coordinating a high-performing team to include professional development and mentorship
  • Excellent communication, analytical and interpersonal skills
  • Experience in a team-oriented environment with an ability to work independently
  • Ability to converse with a wide range of professionals and demonstrate a positive professional attitude
  • Bilingual in Spanish a plus
  • Florida Workforce Professional Certification Tier I required (must be completed within the first year of employment)
  • Proficient in Microsoft Office applications
  • Valid Driver’s License
