PROPERTY MANAGER
DISTINGUISHING FEATURES OF WORK
This position is responsible for all phases of rental property management and enforcing the policies and regulations of the Portland Housing Authority within the assigned housing developments. The Property Manager must work with considerable independence in representing the Agency and possess the ability to enforce the agency’s dwelling lease, manage the administrative functions of an office, supervise staff, and coordinate with area human service agencies to address residents’ needs. The Property Manager position is supervised by the
Director Public Housing.
EXAMPLES OF WORK (Illustrative Only)
- Responsible for personnel supervision of on-site office and Maintenance staff.
- Responsible for managing administrative functions and work load of site office.
- Responsible for enforcing PHA policies and HUD regulations, including, all aspects of the PHA dwelling lease.
- Responsible for implementation of the Move-In and Move-Out procedures, including conducting applicant home visits, new tenant orientations, move-in and move-out unit inspections, and lease-ups as needed.
- Responsible for coordination with other Authority departments and functions to meet the agency’s goals and objectives, including the assisting in the preparation and implementation of budgets and capital improvements.
- Responsible for researching and preparing reports as assigned by the Executive Director, or his designee.
- Responsible for rent collections and daily closing of Tenant Accounts Receivables and reconciling of daily deposits.
- Responsible for referring tenants and coordination with human service agencies to address resident needs.
- Responsible for meeting with and assisting local Tenant Council within the assigned developments.
- Responsible for investigating and resolving all tenant complaints.
- Responsible for investigating and compiling all information for evictions and grievances.
- Responsible for researching and verifying all reports of criminal activity and vandalism within the assigned developments, including working the Portland Police Department, and recommending actions based on PHA policies.
- Other related work as assigned.
REQUIREMENTS OF WORK
- Ability to effectively communicate verbally and in writing with the public, staff and tenants, including families, the elderly and persons with disabilities.
- Manage Credit Properties
- Ability to interpret and implement HUD and Portland Housing Authority rules and regulations.
- Must have a working knowledge of Maine real estate effecting landlords and tenants.
- Ability to establish and maintain effective working relationships with tenants, co-workers, employees, area agencies and the public.
- Ability to understand the working procedures of the Authority and implement them effectively.
- Must possess an awareness of social problems affecting low-income families, the elderly and persons with disabilities, including immigrant and refugee populations.
- Ability to accurately investigate, prepare reports, and represent the Authority in eviction or grievance proceedings, both before a hearing officer or panel and in the civil courts.
- Must possess the ability to maintain a stable disposition in situations of pressure.
- Must possess Public Housing Manager certification or be able to be certified within six months of employment.
- Must be proficient in use of personal computer, including Microsoft Office and the agency’s mainframe software.
- Must possess valid State of Maine driver’s license, and a clean driving record.
- Must be able to pass a criminal background.
- Must be able to physically perform the job functions; that may include; moving efficiently in and out of buildings, and in and out of vehicles, as well as walking, standing, sitting for extended periods, and some light lifting.
DESIRABLE EXPERIENCE AND TRAINING
Education: Minimum of two-year Associates degree public administration, social welfare, business administration or related field. Successful completion of certification courses related to housing administration and property management preferred.
Experience: Tax Credit Property Management experience preferred, Minimum two years work experience in rental property management and/or assisted housing management and administration. Some combination of education and work experience may be acceptable. Proven track record in work requiring independent action and judgment in implementing and/or enforcing public sector administrative policies
