The Apprenticeship Liaison will serve as a Massachusetts’ "Apprenticeship Ambassador" within the Division of Apprentice Standards (DAS). This position will strengthen DAS’ capacity to develop an aggressive, comprehensive outreach plan to increase employer demand for apprenticeship within the construction trades, expand diversity within apprenticeship, and increase information about, access to, and navigation of apprenticeship opportunities for potential jobseekers. The person in this position will engage in technical assistance strategies toward improvements in apprenticeship program quality and convene employers, intermediaries and other stakeholders to identify strategic opportunities for both the expansion the construction trades apprenticeships in Massachusetts and the diversification of the construction trades apprenticeships. These actions will result in improved integration of the business community, trade and sector associations, Workforce Development Boards, Career Centers, and community colleges in regional, sector-focused, and statewide workforce planning processes to focus on apprenticeship as a tool to help business meet talent needs.

The Apprenticeship Liaison will work to recruit new business and re-design a business process statewide to expand the number of businesses and industries sponsoring apprenticeships, while also disseminating apprenticeship information to prospective apprentices by building strong partnerships with multiple entities. This individual will drive forward the following actions:

  • Utilize both a demand driven strategy to engage business interest in construction trades apprenticeships and shift from a compliance model of apprenticeship management to a cultivation model of apprenticeship management, while safeguarding regulatory functions, and a supply-side strategy to market and provide technical assistance on access to registered apprenticeships to the general public.
  • Implement a sustainable apprenticeship development business process, from outreach to apprenticeship program development to long-term compliance and regulation.
  • Develop a multi-audience marketing and education campaign to re-introduce businesses, trade associations, schools, students and families, with a particular focus on women and people of color.

This individual also maintains responsibilities related to federal compliance, quality-control, general grants management processes and products as well as fiscal and technical support, including data organization and management.

DUTIES AND RESPONSIBILITIES INCLUDE:

  • Conduct review and analysis of data, including the documentation of real-time labor market information, to determine Construction Trades Apprenticeship growth targets in Massachusetts.
  • Execute a strategy and process for consistent connection with Massachusetts businesses, business associations and Economic Development. Work with trade and business associations to validate apprenticable occupations within the Construction Sector’s efforts to expand apprenticeship.
  • Market Apprenticeship as well as Massachusetts Business Services and Mass BizWorks to Employers (ie; grant applications, tax incentives and other state and federal services and incentives to assist Employers in meeting their needs).
  • Assist and support DAS in the development and implementation of improved processes to be used in the application, development, operation and oversight of Registered Apprenticeship.
  • Collaborate with workforce boards, career centers, unions, employers’ community colleges and other training vendors to develop strategies to improve the access to and utilization of Registered Apprenticeship statewide.
  • Research, analyze and interpret Federal and State laws, rules, regulations and guidelines toward the development of clear, concise written policy guidance and process/procedural technical instruction.
  • Serve as an Apprenticeship Ambassador by creating and maintaining relationships with multiple education and workforce entities, ensuring that other professionals have relevant information and awareness of apprenticeship opportunities and their value to a diverse pool of students, jobseekers and other populations who could benefit from learning about apprenticeship.
  • Develop and facilitate teaching seminars designed to clearly define Registered Apprenticeship and its effective use as a workforce development tool to employers, One-Stop Career Center staff, state partners and other entities.
  • Create, develop and facilitate presentations to large groups of employers and job seekers to promote Apprenticeship in Massachusetts.
  • Utilize online tools (ie: HWOL, 0*Net, MassCIS etc.) to research labor market information and trends to understand the needs of businesses.
  • Implement programs designed to promote Apprenticeship through the use of print and electronic media to inform the public and employers of available Apprenticeship services and programs. Plan, organize, and conduct job fairs, special events, and recruitments to provide large scale labor exchange opportunities for both employers and job seekers.
  • Establish and maintain effective working relationships with employers, statewide, by making personal or virtual visits to determine employer needs, as needed, and/or to follow up on prior meetings or Apprenticeship placements.
  • Maintain contact with Apprenticeship Sponsors and manage onboarding process for new Sponsors including providing specific technical assistance, addressing customer inquiries, and ensuring a smooth “hand off” to other DAS staff as the lead external business relationship manager.
  • Establish and maintain a list of business development needs and document progress towards implementation.
  • Establish and maintain effective working relationships with peers, supervisors, and Career Center partners.
  • In accordance with DAS/DCS policies and standard operating procedures, accurately record full registration and all other data into the computerized Massachusetts One Stop Employment System.
  • Performs other duties necessary to support and promote Apprenticeship in Massachusetts.

This position requires travel across the Commonwealth. Possession of a current and valid MA Class 3 Motor Vehicle Operator's License is required.

SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
