Pursue new energy business in the West Region (WECC), including Washington, Oregon, California, Nevada, Idaho, Montana, Wyoming, Colorado, New Mexico and Arizona. Specific responsibilities include but are not limited to leadership of capture teams, pro forma development and value at risk calculations, development of winning strategies, coordinating subject matter experts (SMEs), teaming strategy, value proposition, competitive analysis. Responsible for managing a portfolio of development projects, from the land origination, interconnection and permitting phases, to supporting Origination and VaT in the marketing of the project, followed by pre-construction preparation and support through the project’s commissioning and project financing and preparing any required documentation to aid in any investor conversations for DSSA, O&M or Generation. Responsible for budget, permitting, pricing, marketing, management, and internal communications for the portfolio of projects assigned to them as Phase Leader. May lead or support pricing and technical aspects of power Request for Proposals (RFPs) from any and all clients interested in purchasing power from the portfolio of projects, managing current contracts and forecasting and scoping future needs of pre-capitalized and capitalized renewable energy projects. Responsible for coordinating the preparation of all materials to allow for a smooth transition of projects from the origination team to the financing, EPC teams and asset management, and to other Phase Leaders. Act as a clearinghouse for development related questions from the Financing and EPC teams once the responsibility for the project has been transferred. Facilitate productive communication between internal groups and offices, and develop and implement systems and policies consistent with those specified by Management.
Responsibilities:
Internal Development-Related Duties:
- Overall manage the development of a portfolio of projects: budgeting and finances, project timing and planning, risks assessment and management, legal balance and exposure of the projects
- Coordinate directly with corporate Resource Assessment Group to review, research, investigate, and analyze potential wind and solar acquisition opportunities. Effectively elevate issues to Directors / Regional VP as necessary
- Lead communications with EDF Renewables Program Managers to develop and finalize construction scope of work and drawings. Coordinate with Program Managers on development deliverables and construction timelines
- Obtain internal approvals to develop renewable energy projects, including drafting or facilitating investment memos, projections and capitalization processes. Effectively elevate issues to Directors / Regional VP as necessary
- Forecasting and scoping future needs of pre-capitalized and capitalized renewable energy projects
External Development-Related Duties:
- Lead and facilitate communications and negotiations with external stakeholders, including but not limited to contractors, land-owners, permit agencies, utilities and other stakeholders. Effectively elevate issues to Directors / Regional VP as necessary
- Oversight of local, state and/or federal environmental permitting processes, as a precondition of a Conditional Use Permit (CUP) or Environmental Impact Statements/Reports Utilization of support groups to identify construction-related issues, prior to obtaining a CUP. Responsible for securing internal approval for pre-construction analyses required for local permits, including but not limited to Encroachment, Grading, Foundation, and Building Permits that are needed prior to turning over the project to the construction team
- Facilitate contracting for pre-construction activities such as preliminary geotechnical engineering, preliminary engineering, identifying and presenting a plan to meet FAA requirements and other requirements, where applicable
- Initiate, develop, and maintain strategic relationships with all the project’s partners, including but not limited to power purchaser, utilities, landowners, permitting authorities etc. Keep Director and Regional Vice President closely informed and effectively elevate issues as necessary
- Manage (contract, engage, and discontinue, as necessary) consultants – including but not limited to environmental, engineering, aviation, biological consultants on the projects, with guidance from Directors / RVP as necessary
- Leverage opportunities at industry tradeshows, conferences, and landowner and government meetings on behalf of EDF Renewables to strengthen and capitalize on relationships with potential customers, financial and investment partners, and utilities
- Provide perspective on market trends and policy research and analysis of energy technologies and markets to quantify market potential and cultivate new development opportunities.
- Act as a Development Department resource and role model within EDF Renewables in creating problem-solving methods for permitting, interconnection, landowner, community and media relations and interconnect issues
Land Acquisition Duties:
- Work with regional team to design and implement land acquisition campaigns, including identification of landowners within prospective sites, initiating contact with landowners, meeting with individual landowners to articulate the benefits of company’s value proposition and negotiating contracts with landowners and/or landowner attorneys for participation in proposed renewable energy projects
- Manage land acquisition special meetings that require advanced negotiations skills for collection and transmission lines, access roads and right of way easements
- Manage and implement acquisition plans with contract land agents where necessary
- Negotiations relating to purchase of O & M facilities, substation and lay down yards
- Coordinate real estate due diligence, review materials and provide risk assessment for acquisition opportunities.
- Conduct Stakeholder meetings and presentations and maintain relationship with Stakeholders throughout the land acquisition and development process
- Submit weekly status report(s) to maintain up-to-date summary of project activities
- Assist with Quality Assurance of contract land agents work
- Assist Landowner regional staff with maintaining existing landowner communications via project update phone calls and letters, quarterly newsletters and project update meetings
Qualifications:
Education/Experience:
- Bachelor’s degree in business or technical degree from an accredited college Business or technical degree from an accredited college; Master’s or Post-Graduate preferred
- 10+ years of directly related experience in business development required
Skills/Knowledge/Abilities:
- Advanced analytical toolset, preferably an MBA or CPA, a working knowledge of energy markets in the western United States and experience working on acquisitions and greenfield development
- Proven Track Record in Opportunity Identification; demonstrated success in prospecting, identifying and qualifying new business opportunities
- One to Three years of Business Development experience within a successful Independent Power Producer (IPP)
- Ability to articulate complex issues through succinct, cohesive summaries and presentations
- Business acumen, strong analytical and problem solving skills, reliability and sound judgment
- Strong organizational and analytical skills
- Understanding of Business Development in energy markets, development processes, regulatory and policy, and renewable energy technology (with solar plus storage as an emphasis)
- Specific experience leading teams to capture competitive pursuits is essential
- Capable of developing solutions for target opportunities and supporting senior management in development and acquisition pursuits. Anticipating markets and customer’s needs through originating full energy solutions
- Manage all the activities necessary to transform qualified opportunities into operating projects
- Must be team-oriented and demonstrate strong reasoning and communication skills, both oral and written
- Working knowledge or demonstrated ability to quickly learn renewable energy.
- Develop winning solutions that meets client’s technical criteria and competitive price targets
- Manage EDF Renewable Energy’s internal approval processes
- Entrepreneurial spirit, high energy, and ability to work well in a team environment with proven attention to detail and project management experience.
- Willing to work flexible schedules as required including nights, weekends and holidays

Physical Requirements: (describe any physical demands of the job such as lifting, climbing, standing, stooping, etc.) Must be capable of traveling to various office locations and remote development sites throughout the western US. Must be able to conduct site visit/meeting in variable weather environments and which may require walking over rough terrain.
Working Conditions:
50% of time is spent in the office environment, utilizing computers (frequent use of various Microsoft software/programs), phones, and general office equipment. 50% of time is spent outside of the office visiting vendors’ and/or internal customers’ sites in additional to attending various conferences and meetings. Attending meeting, and conducing site visits and field evaluations. Overnight travel and remote work may be required on a weekly basis and at times will be with little notice.
Fiscal responsibilities include project development budgeting, forecasting, management and P&L responsibility for projects as assigned.
This role’s annual base salary range is between $144,525 - $240,875.
