The Apprenticeship Liaison will serve as Massachusetts’ "Apprenticeship Ambassador" within the Division of Apprentice Standards (DAS). This position will serve to strengthen DAS’ capacity to develop an aggressive, comprehensive outreach plan to increase employer demand for apprenticeship within multiple industries, expand diversity within apprenticeship, and increase information about, access to, and navigation of apprenticeship opportunities for potential jobseekers. The person in this position will lead in the development of technical assistance strategies toward improvements in apprenticeship program quality and convene employers, workforce intermediaries and other stakeholders to identify strategic opportunities for the expansion of apprenticeship in Massachusetts. These actions will result in improved integration of the business community, trade and sector associations, Workforce Development Boards, Career Centers, and community colleges in regional, sector-focused, and statewide workforce planning processes to focus on apprenticeship as a tool to help business meet talent needs.

The Apprenticeship Liaison will work to recruit new business and re-design a business process statewide to expand the number of businesses and industries sponsoring apprenticeships, while also disseminating apprenticeship information to prospective apprentices by building strong partnerships with multiple entities. This individual will drive forward the following actions:

  • Utilize both a demand driven strategy to engage business interest in apprenticeship and shift from a compliance model of apprenticeship management to a cultivation model of apprenticeship management, while safeguarding regulatory functions, and a supply-side strategy to market and provide technical assistance on access to registered apprenticeships to the general public.
  • Create a sustainable apprenticeship development business process, from outreach to apprenticeship program development to long-term compliance and regulation, leveraging the extant skills, expertise, and workflows of the Workforce Development Boards, the Career Services Rapid Response Team, the Career Services Business Service Representatives, and the Division of Apprenticeship Standards.
  • Develop and deliver a training program for workforce development leadership and Apprenticeship Liaison staff on all aspects of the apprenticeship model, including "sales" training to prepare individuals to serve as the conveners between businesses, community colleges, and (where appropriate) school districts, bringing all the major stakeholders to the table in developing and sustaining apprenticeship programs.
  • Develop a multi-audience marketing and education campaign to re-introduce businesses, trade associations, schools, students, and families, with a particular focus on women and people of color, veterans and individuals with disabilities. Create strategies and sustainable outreach pipelines for diversity, equity, inclusion, and accessibility in apprenticeship.
  • Maintains responsibilities related to federal compliance, quality-control, general grants management processes and products, as well as fiscal and technical support, including data organization and management.

SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE.

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*
II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: No substitutions will be permitted for the required (B) experience.
