Position Description

POSITION DESCRIPTION:
What you will do at Precinct One
The selected candidate will manage the County's and Precinct's System of Record (CRM) and associated programs, including software applications, for constituent response, within the Development & Infrastructure Division (the division primarily responsible for development, operations, and maintenance of the Precinct’s parks, roads, and bridge infrastructure), and adhere to the Precinct's protocol for successful completion of constituent requests for service. This can involve receiving, logging, responding to, and managing requests for service and directing Precinct work activities, including ensuring efficient operations, and quality work measures, and helping comply with relevant industry, Precinct, and County safety standards, policies, and procedures. Communicate constituent concerns in a concise and consistent manner that can be universally understood by Precinct personnel.

You will provide leadership in scheduling work assignments while tracking and predicting work progress, analyzing, and reporting data to provide relevant information, and producing greater efficiencies, to help produce satisfactory results for the Division. Support constituent and community engagement efforts by always providing excellent customer service in a positive and welcoming manner. Assists Precinct and Division leadership with the development, implementation, and management of programs, plans, software applications, and scheduling of daily, weekly, and monthly road & bridge maintenance and operations using both in-house and contracted forces. Provide daily support to the Road & Bridge staff.

You will also use and interpret data, conduct investigations, identify problems with data, resolve issues, or provide resolutions. Utilize a combination of system reports to present data in a meaningful (infographics, charts, and graphs) and readily accessible format for managers and staff to produce efficiencies and aid in the development of annual operations & maintenance, and capital budgets.

Requirements

What you will bring to the Precinct:

Education:
  • High School degree or equivalent
Experience:
  • Three (3) years of relevant road & bridge experience
  • One (1) year of CRM or other relevant County software programs experience (i.e., eBuilder)
Licensure:
  • Valid Texas State Driver's License
Knowledge, Skills, and Abilities:
  • Proficiency in Microsoft software applications which could include Outlook, Word, Excel, PowerPoint, and Share Point
  • Knowledge of database development and management.
  • Knowledge of Road & Bridge infrastructure maintenance practices.
  • Skilled communicator both verbally and written, sometimes under stressful conditions with constituent complaints.
  • Ability to work independently and as part of a team.
  • Ability to solve complex problems.
  • Ability to lead the Precinct's adoption of new software applications.

About Precinct One
There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county’s government.

With approximately 1.1 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One’s multi-racial, multi-ethnic population is roughly 39 percent African American, 37 percent Latino, 18 percent Anglo, 5 percent Asian and 1 percent other.

Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precinct’s territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park and the Shell Energy Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College, Rice University, Texas Southern University, the University of Houston and the University of St. Thomas. Precinct One manages more than 20 parks, 11 community centers, numerous hike-and-bike trails, three maintenance service centers and several area offices, all of which provide an array of services to Precinct One residents.

Physical Requirements:
  • This is a physically active position that may require exerting more than 50 pounds of force occasionally, and/or in excess of 25 pounds of force constantly to move objects.
Work Environment:
  • This job operates in both indoor and outdoor environments.
  • Exposure to various weather conditions, temperature variations, and loud noises may be encountered.
