MINIMUM QUALIFICATIONS
Education
- Master’s degree in Human Resources, Organization Development, Organization Behavior, Industrial-Organization Psychology or Business Administration.
Experience
- Ten (10) years of experience as an internal OD consultant while effectively partnering with external consulting firms. Demonstrated experience leading cultural change and influencing key stakeholders. Experience in HR transformation efforts and/or workforce trends that influence organization culture. Five (5) of these years must have been working with culture change, OE, management/leadership development, and/or OD principles and deploying organization effectiveness, team effectiveness, and change management tools such as Prosci .
Preferred
Education
- Ph.D. in Human Resources, Organization Development, Organization Behavior, Industrial-Organization Psychology, or Business Administration
Certification/Licensure
- Certification: Prosci Change Management Practitioner
- ICF Certified Coach

SUMMARY
The Senior Consultant, Organization Development & Change Management provides subject matter expertise and consultation in change management, organization effectiveness and performance issues; and works in partnership with departments and client groups to initiate and influence cultural development and organization change initiatives that address organization goals and strategies.
ESSENTIAL FUNCTIONS
- Partners with the Department of Human Resources and other internal clients to help leaders set strategy and accomplish strategic priorities, manage change, and improve processes, all with the broader goal of strategically improving the effectiveness of the organization.
- Serves as the lead on a team of subject matter experts in leadership development, organization development and consulting who diagnose, design and deliver impactful solutions at the organization, team and individual level.
- Proactively addresses and responds to Organization Development (OD) issues by bringing stakeholders together, to assess root causes and performance gaps implementing and/or supporting implementation of appropriate interventions, including strategic planning, tactical and project planning, facilitation, leadership coaching, instruction, program design, materials development, and performance analysis.
- Uses data, benchmarking and research to build business cases and expert recommendations to senior leaders on organizational capability gaps and appropriate solutions to strengthen the business.
- Facilitates large-scale change initiatives, in support of Washington Metropolitan Area Transit Authority (WMATA)’s strategic goals.
- Facilitates, supports, and consults on organizational structure design, and redesign efforts to ensure the realization of intended business objectives.
- Initiates, supports and facilitates endeavors to enhance organizational effectiveness through interventions based on structure, programs, processes, and systems aimed at gaining a sustainable competitive advantage.
- Ensures effective contracting with clear goals and role clarity for senior leaders, HR, OD and contractors across the lifecycle of the project. Develops clear methods for effective sustainment of results.
- Develops strategies that assess organizational change readiness. Facilitates mindset shifts and/or behavior changes, across a diverse set of stakeholders and geographies.
- Improves group and departmental functioning and facilitates group and departmental planning and interaction to improve group and department productivity, decision making and performance in a team-based and program management-based cultural environment.
- Identifies and uses assessments and surveys, to analyze individual and group behavior. Recommends strategies for making needed changes.
- Builds trust and collaborates with teams in a virtual environment. Partners effectively with partners within HR and OD leaders across the enterprise, to transfer knowledge and skills.
- Influences and supports changes in organizational behavior. Serves as an internal consultant to facilitate team building, resolve work group conflict, and change in group norms, values and culture.
