Duties

This position is located under the Office of Management, Property, Acquisitions and Safety Division, Facilities Management Branch, Leasing Administration Section in Washington, District of Columbia.

The Facilities Management Branch is responsible for the overall planning, acquisition, development, management, and periodic renovation of various types of space, nationwide. The Facilities Management Branch develops policies, standards, and procedures relating to the acquisition, renovation, allocation, location, and release of office, parking, and storage space and assists Bureau managers in developing space utilization plans. Leasing Administration is administered through Realty Specialist and Project Managers, who support and provide expertise to Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) staff and line operations in both Headquarters and field offices. The Bureau's space inventory includes a wide variety of office, storage, laboratory facilities, and special purpose space.

The primary purpose of this position is to serve as a subject matter expert that provides technical advice on all real property management matters at field facilities and Headquarters.

As a Realty Specialist, GS-1170-13, your typical work assignments may include:

  • Represent the Bureau as a subject matter expert on law enforcement task forces and other organizational groups involved in developing program initiatives that may impact the space management program.
  • Develop annual forecasts of real property management program requirements, with emphasis on the assigned program areas, and assesses progress against assigned goals and objectives.
  • Provide ATF employees with suitable and sufficient space required for mission-related purposes, ensuring that inadequacies and/ or excesses are minimized so that mission as well as budget is properly accommodated.
  • Collaborate with top Bureau managers, other employees, program specialists throughout the Government, representatives of special interest groups, and the general public regarding a full range of space management matters.
  • Analyze, apply and develop realty practices and procedures within the scope of the Bureau directives and standards; pertinent subparts of the Federal Property Management Regulations (FPMR); Federal Acquisition Regulations (FAR); applicable Department of Justice (DOJ) directives and a substantial comprehension of construction and renovation techniques in order to do manage real property projects.
Responsibilities will increase and assignments will become more complex as your training and experience progresses.

All ATF programs/projects will be managed by a program/project manager with the requisite FAC-P/PM certification level based on training and experience. Qualifications

Specialized Experience: GS-13: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
  • Collaborating with an interdisciplinary team (i.e. real estate, design and construction professionals, attorneys, lessor representatives, developers, contractors, etc.) on real property lease, acquisitions and/or new real property construction projects;
  • Reviewing policies, regulations, and directives to provide guidance on an organization's real property management program; and
  • Utilizing real estate principles and methodologies to conduct workspace and property management activities.
