Job Title: PROPERTY MANAGER
Department: Property Management
Reports To: Director of Property Management
FLSA Status: Exempt

SUMMARY:

AHEAD Property Managers will directly oversee the affordable housing rental units within the portfolio. They will be responsible for maintaining industry and funding standards for occupancy, compliance, and maintenance. They will work collaboratively with the compliance, occupancy, accounting, asset manager, resident services, and facilities team to support and sustain AHEAD’s affordable rental portfolio. Property Managers will directly oversee the work of the maintenance team assigned to their properties and will be responsible for directing their work and reporting on their progress. Property Managers report directly to the Director of Property Management.

ESSENTIAL FUNCTIONS:

As the Property Manager, you will be responsible for overseeing the management and maintenance of our affordable housing properties. Your primary objective will be to ensure the provision of safe, well-maintained, and affordable housing options for our residents. You will play a crucial role in upholding the organization's mission to provide high-quality housing opportunities to individuals and families in need.

  • The Property Managers are responsible for leasing residential rental units for AHEAD.
  • Oversee the day-to-day operations of multiple affordable housing properties, ensuring compliance with applicable laws, regulations, and organizational policies.
  • Provide exceptional customer service to tenants, addressing inquiries, concerns, and requests in a professional and timely manner.
  • Oversee the maintenance and repair activities for all properties, including regular preventative maintenance, unit turnovers, and renovations.
  • Assist Compliance staff with recertification and interim recertification as needed.
  • Collaborate with Property Managers, Maintenance, and Asset Manager to ensure each property has an accurate and appropriate annual budget.
  • Property Managers directly oversee Maintenance staff within their designated portfolio and are responsible for verifying completion of work orders.
  • Develop and monitor budgets with the Director of Property Management and the Asset Manager.

DUTIES AND RESPONSIBILITIES

Property Operations:

  • Oversee property management procedures, including leasing, maintenance requests, and tenant relations.
  • Develop and implement policies and protocols to ensure compliance with applicable laws, regulations, and organizational policies.
  • Coordinate move-ins, move-outs, and lease renewals while adhering to all legal requirements and organizational guidelines.
  • Conduct regular property inspections and address maintenance issues, safety concerns, and code violations promptly.
  • Monitor utility consumption, identify areas for energy efficiency improvements, and present cost-saving measures.

Tenant Management:

  • Provide exceptional customer service to tenants, addressing inquiries, concerns, and requests in a professional and timely manner.
  • Maintain accurate tenant records, lease agreements, and related documentation.
  • Enforce lease agreements, policies, and regulations, taking appropriate actions to address lease violations and maintain a safe community environment.
  • Property Managers are responsible for the enforcement of lease requirements and must work with the Director of Property Management to process evictions when necessary.
  • Work with compliance staff on vacancy claims.
  • Work with Resident Service Coordinators to resolve resident conflicts and provide reasonable accommodation where necessary.

Financial Management:

  • Prepare annual property budgets, monitor income and expenses, and recommend cost-saving measures and revenue enhancement.
  • Maintain resident and property files in compliance with regulatory and funding requirements. Collaborate with the accounting department to ensure accurate financial reporting, including monthly statements and operating reports.
  • Assist in the preparation of funding applications, grant proposals, and financial reports for regulatory agencies or funding sources.

Maintenance and Repairs:

  • Oversee maintenance and repair activities for all properties, including preventative maintenance, unit turnovers, and renovations.
  • Develop and maintain relationships with contractors, vendors, and suppliers to ensure timely and cost-effective service delivery.
  • Coordinate inspections, repairs, and replacements to ensure compliance with health, safety, and accessibility standards.
  • Schedule and perform annual inspections for properties within designated portfolio.

POSITION REQUIREMENTS:

Experience: 3-5 years of experience in property management or a related field preferred.

Education: High School Diploma or equivalent. Bachelor's degree in business administration, real estate, property management, or a related field preferred.

Core Competencies and Qualifications:

  • Proven experience in property management, preferably within the affordable housing sector.
  • In-depth knowledge of federal, state, and local regulations governing affordable housing programs.
  • Familiarity with property management software and financial management systems.
  • Strong organizational and time management skills with the ability to prioritize multiple tasks effectively.
  • Excellent communication and interpersonal skills to interact with tenants, staff, and external stakeholders.
  • Ability to work collaboratively in a team environment and independently with minimal supervision.
  • Problem-solving skills and the ability to handle challenging situations professionally.
  • Valid driver's license and willingness to travel between properties, as needed.
  • Must attain, and maintain, at least one of the following certifications: COS, CP3, RD, and/or BOS.
  • Must meet all Fair Housing training requirements.

WORKING CONDITIONS

Performs work at various locations in a climate-controlled office environment, where exposure to conditions of extreme heat/cold, poor ventilation, fumes, and gases is very limited. Noise level is moderate and includes sounds of normal office equipment (computers, telephones, etc.). The position is primarily office-based, but frequent visits to properties and on-site presence are required.

Physical Demands

Work schedule may include evenings, weekends, and occasional on-call duties. May involve moderate physical activity, such as walking, climbing stairs, and inspecting properties. Must be able to lift and carry objects up to 25 pounds.

May involve exposure to various weather conditions and potentially hazardous materials.
