PROPERTY MANAGER SECTION 8

National Investments, LLC, a subsidiary of the Carpionato Group, owns and operates Section 8 affordable and LIHTC tax credit apartment communities across Rhode Island. Carpionato Group is one of the largest real estate developers in southern New England, and our unprecedented growth has resulted in the need to recruit Property Managers for our sites located in Pawtucket, East Providence, and Cranston. As Property Manager, you will have sole responsibility of managing the daily operation of the site. Carpionato is an Equal Opportunity Employer offering competitive salaries and benefits.

DUTIES

Oversees the day-to-day operations required of a Multifamily Section 8 property including resolving and mediating tenant concerns and conflicts in a timely manner. Ensures the property maintains compliance with all state and federal program regulations related to the property. Reviews and processes tenant annual certifications, interims, move-in and move-outs timely and according to HUD guidelines and submit TRACS requests monthly. Maintains a high level of occupancy through management of the sites waiting list and active marketing. Other duties include:

Process necessary financial requirements such as budgetarys, aging receivables, payables, variance reports, etc.

Oversee the preparation of all audits of Management policies, procedures and file reviews as well as inspections of the development in compliance with HUD

Complete all monthly, quarterly, and annual program reports and responses from file audits and regulatory site visits.

Monitors rental and subsidy payments of tenants and processes request for payment.

Supervises new resident orientation explaining lease obligations, house rules, and Section 8 regulations to establish an understanding by all parties.

Conducts and coordinates formal site and unit inspections. Ensures work orders are completed.

Supervises and trains support staff in daily required tasks and projects. Work with Maintenance staff to ensure all repairs are completed timely and effectively.

Submits Special Claim requests accurately and timely to regulatory agency for approval.

QUALIFICATIONS

• Minimum of two years’ experience at a Section 8, multi-family/ community
• Excellent customer service skills and ability to effectively communicate.
• Ability to prioritize and manage multiple projects simultaneously.
• Attention to detail and well organized.
• ARM/ CPO or similar Designation.
• Strong computer skills; YARDI Voyager applications preferred.
• Knowledge of HUD regulations and the 4350.3.
• Microsoft proficient.
