DESCRIPTION
The Maryland Transit Administration is recruiting for Manager, Safety Certification & Change Management. A Manager, Safety Certification & Change Management will maintain and support an effective safety and security certification and change management program at MTA. This Manager will ensure that new and rehabilitated facilities and vehicles, new and rehabilitated systems and equipment and any other safety critical component of the MTA system is operationally safe and secure for customers, employees, and the public prior to it being placed into service. This Manager will help to ensure that all changes and modifications made to the MTA systems, operations, facilities, equipment, or other properties are systematically planned, evaluated, approved by the appropriate parties, documented, and safely constructed as per specifications. The Manager will also ensure all policies, procedures, and/or rules used during MTA operations and services are systematically planned, evaluated, approved by the appropriate parties, documented, and safely constructed. A key component of this position will be to maintain the MTA’s Safety and Security Certification Program Plan (SSCPP) and all additional procedures and processes that govern safety certification, change management, and system modifications. This position supports the Safety Risk Management and Safety Assurance components of MTA’s Safety Management System (SMS) program that is required by the Federal Transit Administration (FTA).

Key Responsibilities:

  • Manage and oversee the Change Management and Safety & Security Certification Programs.
  • Track and evaluate proposed system changes and modifications to determine their impact on MDOT MTA’s safety risk.
  • Perform reviews of system modification requests and assigns to contracted firms as necessary for support.
  • Track and evaluate construction projects or existing facility modifications to determine their impact on MDOT MTA’s safety risk.
  • Track and evaluate new capital acquisitions and modifications to major equipment or infrastructure to determine their impact on MDOT MTA’s safety risk.
  • At the direction of the Chief Safety Officer, or designee, assign tasks and coordinate with consultant firms contracted by the Office of Safety to perform safety certification work for projects.
  • Track and evaluate proposed system expansion and new or modified routes to determine their impact on MDOT MTA’s safety risk.
  • Perform safety certification on active projects and produce System Safety Certification Plans and Safety Certification hazard analyses.
  • Effectively maintains the agency-wide Safety and Security Certification Program Plan and all associated processes, procedures, and other documents related to safety certification.
  • Communicates and interfaces with various internal MTA departments, MDOT Transportation Business Units (TBU) and the Federal Transit Administration (FTA).

  • Perform any additional duties related to compliance, audits and safety certification processes.

Qualifications

Education: A Bachelor's degree from an accredited college or university.

Notes:

1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate-level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience

Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Must be able to obtain Transit Safety & Security (TSSP) Bus/Rail within three (3) years of hire.
Must be able to obtain Public Transportation Safety Certification Training Program (PTSCTP) Certificate within three (3) years of hire.
