Primary Job Duties
Evaluates commercial alternatives to increase mainline capacity or other existing or potential new tariff services and provide opportunities to economically expand the system. Develops strategies for maximizing revenue, providing competitive gas supply options and providing more marketing opportunities for Kern River shippers. Provides commercial and economic justifications to build projects and markets projects to potential shippers and government agencies. Assists in FERC certificate processes by providing commercial justification and details of potential projects. Develops and maintains market intelligence on the market areas, gas supply and competition that impact Kern River. Attends and participates in various seminars, trade shows, customer meetings and other forums that provide training, education and market intelligence about the industry. Markets available capacity to prospective shippers and prepares daily, weekly and monthly reports and forecasts for management. Negotiates transportation rates with prospective shippers for available capacity through interaction with customers and knowledge of the marketplace in which Kern River competes. Coordinates with virtually all other groups in the company the analysis of pipeline upgrades, expansions, interconnects or other desired services that will enhance customers' use of Kern River's transmission systems and provides support and final recommendations to management for the implementation of approved capital projects. Performs market and industry analysis in assigned areas to update the department on what is happening in the marketplace. Attends customer meetings to ensure Kern River is meeting their needs. Provides input where needed in Kern River's customer satisfaction improvement plan. Proactively develops relationships with new or potential customers and shippers.
Position Requirements
A bachelor's degree in accounting, business, finance, engineering or related field; or equivalent related work experience. Typically, six years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree. At least five years' gas industry marketing and business development experience. Expert level of understanding of gas market and trading dynamics, marketing practices and opportunities, knowledge of regulatory requirements and ratemaking principles, gas industry operations and economics, and experience in project coordination and development, contract drafting, negotiating, and industry relations are required. Expert in financial analyses and project evaluations and knowledge of related financing alternatives for regulated ventures is also desired. In-depth understanding of Kern River's mainline and its relationship to third-party pipeline systems is preferred. Effective analytical, organization, problem-solving, written and interpersonal skills. Intermediate computer skills and aptitude necessary to operate software related to work requirements (Excel, PowerPoint, Word, Outlook, etc.). Travel and work outside standard work hours as required.
