Description
The Senior Market Access Policy Medical Strategy Manager will report to the Senior Director Market Access and will be responsible for formulating bioMériux’s clinical responses to Medicare, Medicaid and commercial payor medical policies and dossier development and maintenance for existing and pipeline products within the US market. This position will be a key member of the US Market Access and Medical Affairs team and interface regularly with the Market Access field team and payor medical directors and policy teams. The Senior Manager is responsible for educating and activating internal and external stakeholders to work toward shaping positive outcomes and/or reversing unfavorable or negative medical policy impacting patient access. This clinical role works cross-functionally across the organization, engaging with Global Market Access, Global Strategic Marketing, Global Marketing, Global Medical Affairs, US Marketing, and US Medical Affairs, to establish and communicate effectively the clinical value of our bioMérieux products to the payor community.
Primary Duties
- Develop the strategy and lead bioMérieux responses to US payor medical policy(ies) and implement tactics to ensure favorable medical policy(ies) from the payor community.
- Develop and maintain product specific payor dossiers in collaboration with Global and US Medical Affairs.
- Lead the collaboration with Global and US internal partners to develop proactive and reactive policy positions in the best interest of bioMérieux.
- Formulate medical policy responses from supporting published peer reviewed materials.
- Responsible for the review and interpretation of published clinical study literature from bioMérieux and competitors to ensure that payors have included the most recent studies in their medical policies.
- Collaborate with Global Market Access and Medical Affairs and Market Access field team to assess health policy issues around coverage and payment of new and existing bioMérieux products.
- Communicate the ever-changing policy environment to leadership and identify opportunities for bioMerieux to shape policies to ensure appropriate patient access for current and future products.
- Work with Market Access and Medical Affairs leadership to align on messaging/positioning to key national payors, State and National Congressional leaders, health agencies and departments, and industry organizations on health policy positions.
- Develop a Health Policy Advocacy strategy in collaboration with US Medical Affairs and US Marketing, including the identification of national and local external key bioMeriéux advocate physician leaders & supportive patient societies to advocate for change of medical policies policy.
- Ability to build relationships with critical, influential stakeholders in order to positively advocate and to ensure appropriate patient access.
- Lead comment letters campaign and develop the health policy strategy for new therapeutic areas with Global and New business development.
- Perform all work in compliance with company quality procedures and standards.
- Master's Degree required , Pharm D, PhD, NP, RD, or PA preferred or 10 years of experience in a relevant Medical Device or Diagnostics setting
Experience
- Advanced Science Degree (PhD, PhramD, NP or PA) with 5-10 years of multidisciplinary work experience in academic, clinical laboratory, pharmaceutical, and/or biotechnology industries
- 5 years of diverse healthcare industry experience, including policy development, government affairs and advocacy management and new product planning and launch. technologies utilized in the laboratory setting and associated R&D, regulatory impacts, commercialization and reimbursement considerations.
- Experience working with public payer policy (Medicare and Medicaid) and federal healthcare policy issues, including legislative, regulatory, and program management around potential access issues.
- Ability to work collaboratively with internal stakeholders (ie., Market Access, R&D, Clinical Affairs, Global Medical Affairs, Regulatory Affairs, Marketing, Sales, etc.) to develop strategic business plans, manage multiple complex projects to achieve a common goal.
- Knowledge of molecular microbiology, including scientific understanding and clinical application.
- Knowledge of the infectious disease diagnostic testing business, commercialization, reimbursement initiatives and industry trends.
- Ability to interpret payor medical/clinical policy and then integrate supporting clinical strategies into actionable, value-added health economics and reimbursement initiatives.
- Knowledge of evidence generation strategies to support clinical claims an clinical value.
- Demonstrated ability to work both independently and interdependently in cross-functional teams, including demonstration of successfully working remotely, if required.
- Proactive, self-motivated, and aware of larger business needs/implications
- Exceptional written and verbal communication skills, including the ability to clearly and persuasively communicate business processes and solutions including experience drafting medical policy.
- Demonstrate both analytical and problem-solving skills related to policy and market access issues.
