The Department of Revenue (DOR); Division of Research and Policy (R&P) seeks to hire a motivated and talented individual interested in playing a key role in policy analysis on sensitive and complex issues both internal and external to the Department of Revenue. This role will serve as the liaison of the Business Development and Government Relations (BDGR) team, facilitating outreach to communities & business organizations on policy issues related to taxes and economic issues. The position offers an opportunity to work with a team of professional and dedicated colleagues.
Remote/Telework up to 60%. Note: During probation you will have the opportunity to gradually increase to 60% (i.e., working remotely three (3) days per week, and will report to the 2135 Rimrock Road; Madison WI building, two (2) days per week) within 9 months based on performance and workload needs.

The Research and Policy Division (R&P) provides detailed analyses of fiscal and economic policies to the Secretary of Revenue, the Executive Office and other state officials. Position Summary
This position provides professional level advice, assistance, and policy analysis on sensitive and complex issues both internal and external to the Department of Revenue (DOR). It will update and promote resources for Business Development and Government Relations (BDGR) and supports the department's small business and community development activities. It will also administer the legislative tracking systems both internal and external to DOR; coordinate the administrative rules process; and assist in the coordination of DOR's legislative agenda and statutory items included in the biennial budget.
The high visibility of this position to external stakeholders and within DOR requires significant discretion and independent judgment and the ability to develop and maintain effective working relationships. To fulfill the advanced level responsibilities of the position, the incumbent will work closely with DOR managers, Department of Administration officials, small businesses, community development organizations, and other state agencies.

Salary Information
Salary for this Program and Policy Analyst position (schedule-range 07-04) is $40,476 to $66,726 annually ($19.46 to $32.08 hourly), depending on qualifications, plus excellent benefits. Current state employees pay will be based on the provisions in the Compensation Plan. A twelve-month probationary period is required.
Job Details
The Department of Revenue will conduct criminal background, tax compliance checks and fingerprint checks on candidates prior to offer of hire.

Qualifications
Minimum qualified candidates will have experience in each of the following:
- Conducting or summarizing research for others.
- Project management experience (e.g., managing project timelines and priorities).
- Providing customer service/assistance (e.g., responding to question and concerns by answering phone calls, internet inquiries, and letters, one-on-one interactions, etc.).
- Building strong relationships with business partners (e.g., other department managers, other officials from outside the organization, legislative offices, other state agencies, and local business groups or organizations.
- Using Microsoft (MS) Office or similar tools (e.g., PowerPoint, Prezi, MS Teams, Zoom, etc.).
Well qualified candidates will have experience in a minimum of one (1) of the following (in addition to the minimum qualifications):
- Conducting or summarizing research on legislative, economic, revenue, or tax topics.
- Developing contacts/relationships to support community or business outreach.
- Using of legislative workflow tracking systems such as Fiscal Estimate System (FES) and/or Legislative Tracking System (LTS).
