Full description of the position

The COBRA Specialist is responsible for California Consolidated Omnibus Budget Reconciliation Act (Cal-COBRA) administration for Western Health Advantage’s Small Employer Groups and COBRA administration for all employer groups subject to Federal Guidelines. The COBRA Specialist works closely with Compliance Staff and third party COBRA vendors, working on behalf of employer groups, to ensure compliance with the laws and regulations as they pertain to Cal-COBRA and COBRA member eligibility. The COBRA Specialist will also administer all over-age dependent enrollments for contracted employer groups.

Representative Duties:

  • Oversee all Cal-COBRA notification and election processes, including receipt of premium, set-up of subgroups, reinstatement of members, initiates premium billing invoices, and orders enrollment materials.
  • Responsible for the Cal-COBRA renewal and termination processes.
  • Responsible for COBRA administration of groups subject to Federal Guidelines when an agreement to administer individual continuation of benefits exists.
  • Monitor all compliance aspects of COBRA enrollees for Federal and Cal-COBRA participants, including keeping abreast of new legislation and/or changes to current legislation with regards to continuation of coverage.
  • Liaison with third party COBRA Administrators, building strong vendor partnerships.
  • Collaborate with the Individual Sales team on opportunities to transition COBRA participants and over-age dependents to an Individual Plan or through Covered California.
  • Manage the over-age dependent process for enrollees aging off of group plans, includes issuing over-age reports to specific groups.
  • With direction from the Compliance team, update Cal-COBRA, COBRA, and over-age dependent letters ensuring inclusion of legally mandated language.
  • Perform other duties and special projects as assigned.

Qualifications:

  • Associates Degree in a related discipline.
  • 3 years’ experience working with COBRA administration of Health Insurance Sales.
  • Must be available to work extended hours during the regular work week as well as Saturdays during Covered California enrollment periods.
  • Proficient computer skills, including electronic mail, routine database activity, word processing, spreadsheet, graphics, etc.
  • Must be able to speak, read, write, and understand the primary language(s) used in the workplace.

Job Type: Full-time

Pay: $23.00 - $31.00 per hour
