The Business Relationship Manager (BRM) is a key and active member of the Department of Innovation and Performance (I&P) driving the transformation of the City of Pittsburgh government to a high performing organization. The BRM uses relationship management skills to build and connect collaborative and proactive partnerships between Innovation & Performance (I&P) and partner departments; builds strong subject matter expertise relevant to each client department to understand the department's information technology needs and the support required from I&P to deliver effective and efficient services; provide consultative services on departmental projects and support Project Management and business stakeholders as needed.

Qualifying Requirements:
Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.
- WORK EXPERIENCE: The application must clearly show two (2) years of full-time experience in account management, project management, and/or business analysis within an information technology (IT) environment. Direct working relationships with executives related to communications, project management, or other professional-level responsibilities in a large organization with multiple constituencies and shifting priorities (such as: government, large non-profit or business) is preferred. (Full-time is defined as 32 hours or more per week. Less than full-time experience will be calculated on a pro-rated basis.)
- EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree from a fully accredited institution in Information Technology, Public Policy & Management, Business Management, or a related field. Master's Degree preferred. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).
- EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is six (6) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

- Aligns business IT strategies with client demand; serves as key team member liaising between the client and operations aiding in communicating needs along the way and bringing awareness of strategic thinking.
- Serves as the I&P strategic partner for a designated group of City stakeholder departments.
- Provides a communication conduit between I&P and assigned departments, ensuring that important technology initiatives are communicated proactively to stakeholders in each department; serves as an escalation path for departments who have high priority issues that require support from I&P staff.
- Anticipates changes in the dynamic business landscape including organizational improvements, technological advancements, and evolving organizational needs and further employs change management to manage expectations.
- Validates customer needs by getting on-site exposure to the way users in each assigned department use information technology resources in their daily work.
- Assists departmental staff in defining a project scope and key requirements at the onset of each new initiative.
- Collaborates with internal I&P teams for new project requests; consults on identification, design, and implementation.
- Partners with departments to identify when existing software solutions or I&P service offerings can meet business needs.
- Strategizes with partners to develop future roadmaps and establish business cases to aid in the identification of opportunities to grow value.
- Develops best-practices for business relationship management and evolves BRM professional practice (i.e. strategic relationship plans, idea documents, and value plan).
- Works with key staff in partner departments to identify best practices (including data analysis) to continually improve and innovate the services and benefits that the City of Pittsburgh delivers.
- Supplements project documentation for each assigned project.
- Consults with internal and external partners to generate innovative solutions.
- Communicates decisions, priorities, and relevant project information to I&P team members to foster common understanding of current issues and status of ongoing projects.
- Maintains a value-focused mindset.
- Performs other related tasks and duties as assigned or required.
