Full description of the position

We are a rapidly growing SBA 8(a) and HUBZone certified federal contractor seeking an experienced Capture Manger to lead our federal RFP, sources sought and proposal capture management process. This position will be responsible for developing, overseeing, and managing the overall capture management process including identifying proposals to be chased with the Go/No-Go process and oversight of proposals from cradle to grave. This position will also assist in the development of proposal content in coordination with the business development department, SMEs, general manager(s) and executive leadership. The perfect candidate will have extensive federal capture experience in the areas of facilities related services such as custodial/janitorial, operations and maintenance, pest control, waste management, roads and grounds keeping, construction and IT related services.

Responsibilities include:

Work with leadership to create and identify business plan goals and objectives for the overall capture process for each unique business line

Develop federal government proposal responses from RFP to final submission

Research assigned opportunities and develops a strategy to win the opportunity

Research 8(a) and HUBZone expiring contracts database for relevant leads

Facilitates the development of proposal strategy, themes, and discriminators

Develops proposal management tools to include compliance matrix and fulfills requirements through proposal development effort

Assists with proposal writing and/or identifies SMEs that can effectively contribute to responding to proposal requirements

Manages proposal submittal, logistics, and delivery of the final document

Contributes to updating the proposal database to include final resumes, project descriptions, and past performance databases in accordance with the proposal close-out process

Proactively and independently develops, maintains, and continuously applies proposal planning processes to include directive, outlines, schedule, budget, storyboards, win themes, action items, statement of work analyses, etc.

Leads effective, results-driven proposal preparation, kickoff, and review meetings

Coordinates timeline of events and proposal outline to assign responsibilities with the business development team

Guides writers and editors to focus on strategy, themes, and discriminators

Reviews all updates and changes made to proposals and RFP/RFIs

Coordinates contract related documents (non-disclosure agreements, teaming agreements, subcontract agreements, etc.) with the compliance team

Assists with startup/transition support, bridging the proposal to actual implementation

Perform other duties as assigned

Requirements:

Bachelor's Degree

A minimum of ten (10) years experience in capture management, proposal management, or similar related experience in the government contracting arena

Experience using the GovWin, SAM.gov, and USAspending.gov platforms

Excellent attention to detail and organizational skills

Excellent time management and multitasking skills

Ability to work independently or in a team, as needed

Advanced knowledge of MS Office, including MS Word, PowerPoint, and Excel, including creating templates, setting styles, using formulas

Trained in the Shipley proposal process

Knowledge of Federal/DoD contracting, FAR/DFARs

Undergo and pass required background check and pre-employment drug test
