Organizational Overview:
The SEIU Healthcare 1199NW Multi-Employer Training Fund (Training Fund) is a non-profit, labor/management partnership including eight major healthcare employers and the largest healthcare union in Washington State. The Training Fund was formed in 2008 and is a statewide program that addresses the workforce needs of participating employers and supports the career, knowledge, and skill aspirations of SEIU Healthcare 1199NW members. The Training Fund is the sponsor of the state-registered Health Care Apprenticeship Consortium (HCAC) and of the Virtual Healthcare Institute (VHI) serving a range of regional employers, unions, union members, and student candidates.
Job Summary:
The Nursing and Allied Health Director of Strategy serves as the Nursing and Allied Health (N&AH) subject matter expert for the Training Fund (TF) and the Health Care Apprenticeship Consortium (HCAC). They are responsible for developing and executing nursing and allied health strategy in support of the overall TF mission and strategic direction. They will lead and/or support (depending on the need) the execution of the N&AH strategies leading to innovation, improved quality and reliability for TFs N&AH programs. They will work closely and collaborate with the other TF Directors. Areas of focus include but are not limited to new programs, RN to BSN programing, responsive programing, professional development opportunities, Advance Certification of Environmental Service Techs (ACET) training, Introduction to Healthcare Employment and Apprenticeship (IHAP), N-AH apprenticeships, pre-apprenticeships and other N-AH related programing. The work they will do will include but not be limited to, specifically in the areas of program design, development and implementation for N&AH apprenticeship and other N&AH related programing, employer engagement, policy changes, regulatory compliance, regulatory change management, training and development for staff with roles related to N&AH, and collaboration and integration with the TFs nursing and allied health programs and recruits other key subject-matter experts as needed. Additionally, the N&AH Director of Strategy co-leads the design and implementation of the TF staff wellbeing support structure with the Behavioral Health Director of Strategy and the Director of Human Resources. Candidates will be evaluated on the full range of their lived and learned experience, professional background, volunteer experience, and direct and transferable skills.
The N&AH Director of Strategy provides strategic leadership as a member of the leadership team.
Supervisory Responsibilities:
Dotted line leadership to Education Services and Education Programs teams specifically with content and implementation guidance.
As a subject matter expert, support the Education Services and Education Programs teams as they recruit and hire staff.
As the organization continues to grow, and if further N&AH related staff were to be hired and report to the N&AH Director of Strategy:
- Oversee the scheduling, assignments, and daily workflow of subordinate staff.
- Recruits, interviews, hires, and trains new staff.
- Provides constructive and timely performance evaluations.
- Handles discipline and termination of employees in accordance with company policy.
Duties/Responsibilities:
- Envision future activities supporting N&AH programs/projects including supporting the Grant Manager with grant applications and tracking
- Collaborate closely with TF leaders (especially the behavioral health leaders) to support integration between systems and processes across TF programs
- Build on existing knowledge of the N&AH sector such that TF programs will lead to innovation and improved quality and reliability for the N&AH sector
- In coordination with the Executive Director identify any policy, statutory and regulatory changes needed, develop a change management plan and forward the change management efforts
- Manage resources and budgets (grant funds, Training Fund resources, direct program payments, etc.)
- Support the TF in maintaining compliance with federal, state, and agencies and regulations. Review, track, and document compliance with related regulatory requirements when needed;
- Review policies and practices to maintain compliance; recommended and collaborate to implement best practices
- In collaboration with the ED, oversee the development of new N&AH related programs and systems from initial ideation to implementation, focusing on ensuring quality, efficiency and effectiveness
- Mentor and provide training and development for TFs staff regarding the N&AH sector requirements and needs
- Work alongside TF team members to develop plans, work schedules, set targets and troubleshoot solutions
- Identifies key performance indicators; partner with Director of Systems to develop measures and targets for tracking and reporting program progression; support bringing clarity and visibility to level of success to N&AH staff
- Lead streamline efforts of N&AH programs and refine process where appropriate
- Maintains knowledge of trends, best practices, regulatory changes, and new resources in the N&AH sector; attends relevant regulatory and workforce events
- Perform routine tasks required to administer and execute N&AH programs including but not limited to pulling data, compiling, writing, completing reports, provide grant and board presentation material, documenting processes, and attend and present at conferences, etc.
- Travel and visit instruction sites; provide feedback; assist with improvement, etc.
- Engage with employers, community-based organizations, regulatory agencies, funders and other stakeholders as needed
- Recruit and support the hiring of qualified job applicants for N&AH related roles including recruitment, interviewing and evaluation as needed
- Support staff engagement to ensure deadlines are met and programs are delivered in a quality compliant manner
- In partnership with the Behavioral Health Director of Strategy and Human Resources, support the design and implementation of the TF staff wellbeing support structure
- Advise other Training Fund departments on N&AH factors where relevant
- Performs other duties as assigned.
Required Skills/Abilities:
- Thorough knowledge of nursing and allied health agency laws and regulations

Education and Experience:
- Required: BSN degree from an accredited college/university
- Required: Minimum of 3 years of workforce development experience
- Preferred: Masters in nursing and allied health related field preferred
- A minimum of 8 years of experience in the nursing and allied health field, with at least three years in a leadership/executive role
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer
- Must be able to lift 15 pounds at times
- Must be able to access and navigate the TFs facilities, partner organizations and classroom locations
Work Environment:
This position manages operations primarily in Washington State, both remotely and in person. Training Fund educational operations include certain program work in Oregon and Alaska. The position requires a varying amount of in-person involvement with apprentices, employers, instructors and community partners at a variety of locations; other portions of this role will be split between telework work and the Training Fund office. Note: COVID restrictions may require a higher level of remote work.
Compensation:
- Annual salary beginning at $ 150,000
- Competitive compensation and benefit package, including a pension, health, and dental insurance.
- 1.0 FTE, Exempt position (grant funded through June 2025. Position intended to be extended, subject to funding)
