Full description of the position
The Procurement Training and Change Management Specialist is responsible for designing, implementing, and administering change initiatives and training related to WSSC Waters procurement regulations, policies, procedures, and systems. This position is the onsite or embedded training representative of the Procurement Office to internal departments, including engineering, general services, production, customer service, information technology, and other departments.
Essential Functions
- Designs, develops, and launches procurement-related training programs, materials, and resources based on identified needs and organizational objectives
- Collaborates with cross-functional teams, including procurement, general counsel, finance, engineering, general services, information technology, and other departments, to ensure alignment and engagement throughout the change process
- Fosters strong relationships with key stakeholders to understand their needs, address concerns, and gain support for training and procurement initiatives
- Conducts regular communication and training sessions to inform stakeholders of changes, progress, processes, and benefits
- Serves as a liaison between different departments and stakeholders to facilitate effective collaboration and smooth transition to new processes and training initiatives
- Develops and executes change management strategies and plans to support new training and procurement initiatives
- Collaborates with subject matter experts to create engaging and effective training content, including e-learning modules, instructor-led training, job aids, and user guides
- Coordinates and delivers training sessions, workshops, and webinars, ensuring they meet the identified needs and align with adult learning principle
- Manages online training resources (e.g., FAQs)
- Identifies key stakeholders and their roles in the change process and establish effective communication and engagement strategies
- Conducts impact assessments to understand the implications of proposed changes on training and procurement processes and the Oracle systems
- Develops change management tools such as communication materials, training resources, and stakeholder engagement plans
- Monitors and evaluates the effectiveness of change management initiatives, making adjustments as necessary
- Conducts training needs and objectives assessments to identify knowledge and skill gaps in training and procurement functions
- Coordinates preparation and collection of training reports such as time and attendance records, and statistical records of performance data
- Prepares and presents verbal and written reports, including conclusions and recommendations for solution of operational or administrative problems or procedures
- Assists with the development, maintenance, and updates of both internal and external procurement documents
- Utilizes advanced instructional development skills (e.g., distance learning or computer-based training), alternative learning methodologies (e.g., self-study modules), interactive learning approaches, methods, or techniques
- Maintains inventory of training materials, supplies, and equipment
- Develops and manages procurement stakeholder satisfaction surveys and uses the results to develop action plans with the help of the procurement leadership team
- Actively contributes to driving continuous organizational improvements
- Prepares, monitors, and controls annual training budget submissions and provides up-to-date status on expenditures and related items
Other Functions
- Assists in updating WSSC Waters procurement policy and operating procedures involving the integrity of the contract process and enforces compliance
- Represents the procurement office in technical meetings
- Handles special assignments and projects as necessary
- Maintains a thorough understanding of the requirements of solicitations and contracts
- Performs other related duties as required

Required Knowledge, Skills, And Abilities
- Advanced knowledge of the principles and practices of public procurement, including contract law, regulations, accounting principles and cost analysis techniques, and administrative management
- Experience in developing solicitation requirements
- Experience in leading cross-functional teams across an organization to plan, initiate, and execute complicated, multi-threaded strategic and technical projects to successful completion
- Knowledge of engineering, production, utility services, IT, or staff functions
- Strong organizational and project management skills
- Knowledge of analytical techniques (continuous improvement) to conduct studies, analyze findings, and make recommendations concerning effectiveness, efficiency, and productivity
- Knowledge of contract administration principles and practices necessary to monitor contractor performance and resolve disputes
- Excellent interpersonal skills are required to manage relationships within WSSC Water and with suppliers and/or subcontractors
- Ability to manage and coordinate multiple contracts concurrently
- Knowledge of purchasing information technology and automated data processing applications
- Ability to work under pressure, meet deadlines, and adjust to changing priorities
- Ability to write clear and concise reports, memoranda directives, and letters
- Ability to effectively communicate and make presentations to a wide variety of audiences
- Ability to establish and maintain effective working relationships with senior management, private contractors, and procurement staff personnel
- Ability to coordinate people and projects to meet time and cost objectives
Minimum Education, Experience Requirements
- Bachelors degree in business administration, contract management, supply chain management, engineering, or a related technical curriculum
- 4+ years of experience in an engineering, finance, operations, procurement, or supply chain management office with experience administering complex contracts

- High School diploma or equivalent
- 8+ years of experience in an engineering, finance, operations, procurement, or supply chain management office with experience administering complex contracts
The Procurement Training and Change Management Specialist is responsible for designing, implementing, and administering change initiatives and training related to WSSC Waters procurement regulations, policies, procedures, and systems. This role involves identifying gaps, assessing training needs, developing training programs, and facilitating the adoption of new procurement practices and training for stakeholders (e.g., Procurement Office staff, vendors, and using departments). The Specialist collaborates with cross-functional teams, stakeholders, and subject matter experts to ensure effective change management and optimize training, compliance, and procurement outcomes.
This position is the onsite or embedded training representative of the Procurement Office to internal departments, including Engineering, General Services, Production, Customer Service, Information Technology, and other departments.Further, the Training and Change Management Specialist will be expected to become familiar with procurement documents, forms, processes, etc., and be able to teach others to navigate through team and one-on-one meetings and training events hosted, co-hosted, or developed Specialist.
